How do I get started with NILS?

If your organization was licensed or inspected in 2021, then your business likely already has an organization account on NILS! Your Organization Key was mailed to your office with your renewal paperwork in autumn 2021. If you have an Organization Key, you can go to the Register New User page and create a User Account for yourself. Once your User Account has been set up you can log in and access your organization’s records. If you’re a new business and don’t have a Key, first go to the Register Your Organization and register your organization. You will be emailed your Organization Key, which you can then use to create a User Account and access your organization’s records.

I think my business already has an Organization Account, but I don’t know my Organization Key.

Contact our office at 614-728-6400 and we will check if your business has an account already, and if it does we can provide you with the Key needed for you to create your User Account

I am a user who manages multiple organizations; how can I access all of them in NILS?

It is possible for a single user to access and manage multiple Organization Accounts. First, go to the Register New User page and create a User Account using any one of your Organization Keys. After your account has been created, contact our office at 614-728-6400 and we can associate your User Account with your remaining Organization Accounts. You can then log in to NILS and switch between any of your associated organizations.

What is nursery stock?

The Ohio Revised Code 927.51 defines “nursery stock” as any wild or cultivated hardy tree, shrub, plant, or bulb, except turfgrass and any cutting, graft, scion, or bud thereof. "Hardy" plants and bulbs means that they are capable of surviving the normal winter of this state.

What is the difference between a Nursery and a Dealer?

Nurseries are businesses that produce and sell or distribute nursery stock. Dealers are businesses that do not produce but sell or distribute nursery stock. Examples of Dealers are landscapers who sell nursery stock, third-party stores that sell plants purchased from a nursery, and roadside merchants.

I think my business is both a Nursery and a Dealer. What should I do?

Businesses will only be required to register as either a Nursery or a Dealer. IF you are unsure which category your business fits, please contact our office at 614-728-6400 or plantpest@agri.ohio.gov

What are the fees associated with a Nursery Inspection Certificate?

Annual nursery inspection fees are $100.00 per location, plus $11.00 per acre of non-woody nursery stock, $7.00 per acre of non-intensive woody stock, and $11.00 per acre of intensive woody stock. Additional fees may be assessed for special inspections, such as federal phytocertificates.

What are the fees associated with a Dealer in Nursery Stock License?

Annual dealer licenses are $125.00 per location where nursery stock is sold
